Introduction:
Arogya Pathe programme is being implemented in 29 Aspirational blocks of 16 districts in Odisha with the objective to accelerate community engagement using PLA to improve the KPIs. Conducting village level meeting using PLA tools and techniques is one of the important activities of the programme along with other interventions. In order to enable programme implementation, capacity building programme of CHO. HW (M/F), ASHA has been conducted along with the orientation of Block and PHC personnel, GKS, SC AAM JAS members. These capacity development programmes has enhanced the stakeholders capacity for programme implementation.
The following activities are to be conducted for the effective implementation of the programme.
A. Village level meeting by ASHA using PLA tools and techniques.
In order to engage the community and enhance their participation in improving thr KPIs, village level meetings will be conducted ASHA in their assigned population/ villages adhering to the following points.
*The village level meeting will be conducted by ASHA in their respective assigned village/population.
*Each GKS will be taken as the unit for conducting the village level PLA meeting, that means meeting will be conducted in the villages having GKS. The participants from other hamlet/tagging villages coming under GKS will participate in the meeting.
*Village level meeting will be conducted on a fixed Day i.e. Monday/Thursday/Saturday depending upon the suitability of ASHA. HW (M/F) and CHO. The day of meeting should not deviate, if changed to any other date and time, it must be informed to the meeting participants/community members well in advance for their participation.
*In case of two meetings planned in a month, the first meeting will be conducted during 2nd week and the second meeting will be conducted during the 4th week of the month.
*The meeting should be of minimum duration of 45 minutes to one hour and is to be conducted as per the subject/topics mentioned in the meeting Calendar at Annex-1.
*ASHA will follow various steps/processes to conduct the meeting on which she was trained during the training, also by following the steps/processes and using PLA tools and techniques mentioned in Annex-2 and in Operational guidelines.
*All materials/ required logistics of each meeting need to arranged by ASHA before the meeting and used as part of meeting for active participation of the community members and target groups.
*The first five meeting will be combined meetings including participants from all categories including men, women, frontline workers. SHG leaders, opinion makers, local leaders, traditional healers and others.
*From sixth meeting onwards participants for the meeting will based on the meeting cluster as mentioned below.

ASHA, AWW, HW(M/F), CHO, TB patient, TB Champions, members of Patient support Group, Elderly people, people having NCD, people cured out/continuing having NCD treatment and others related to TB and NCD activities
*Besides the above, other members may partciapte in the meeting as per the requirments and suitability.
*ASHA along with GKS members and other community members will ensure participation of the above members in the meeting.
*Initially two ASHAs together may conduct the meeting in each other’s village in order have confidence and bring perfection in the meeting proceedings. However, they will get the incentive for conducting the meeting in their respective village only.
*The meetig coud be conducted in AWC/community hall/any other place suiable to accommodate 50 people for sitting and discussion.
*A specific banner (as per prototypes) is to be put by ASHA at the venue in which community level meeting is conducted.
*The meeting will be organized on Mat/ Dari in designated place by concerned trained ASHA/ASHAS. No table chair will be used during the meeting.
*There should be a detailed discussion about the topic/subject in the meeting along with the various issues/causations/concerns. The community members need to find out the solutions on the problems/issues that concerns them. The solutions must be converted into doable action points at the GKS/Village level and to be referred for SC AAM JAS for taking necessary action.
*The action points identified to be conducted at GKS/Village level needs to be integrated with GKS Village health plan and status of which must be reviewed in the monthly meeting of GKS.
Roles and responsibilities of SC AAM JAS
*SC AAM JAS play an important role in implementation of the Arogya Pathe programme. The following are the roles and responsibilities of SC AAM JAS.
*CHO, HW (M/F) will provide necessary facilitation support to ASHA to conduct the village level meeting. They should participate at least 20% of the village level meetings with a focus on ASHA who needs handholding support to conduct the meeting.
*CHO/HW (M/F) must ensure that the village level meeting is conducted in all GKS by ASHA as per the guidelines and report is submitted in the prescribed format by ASHA.
*The issues/concerns raised in the reports of village meeting are to be consolidated by CHO/HW (M/F) village wise and to be presented in the regular monthly SC AAM JAS meeting. A specific banner on “Arogya Pathe” will be used in the meeting.
*An action plan to address the issues/concerns raised in the village level meetings is to be prepared with a categorization of activities to be taken up at SC AAM level, GKS/Village level and to be referred to PHC AAM JAS level. (Format)
*SC AAM JAS will take required steps to organize various activities in order to address issues and concerns raised in the Village level meeting and reported by ASHA and GKS.
*Issues/concerns raised in the village level meeting and require the attention at the PHC/Block level is to be reported in the prescribed format. (Annex – 3)
*Organise Bi-annual Jan Sambad at SC AAM level led by SC AAM JAS to enable facility community interface as per guidelines.
Budget:
*Each ASHA will get an incentive amount of Rs.150/- per meeting after conducting the village level adhering to the guidelines and submission of report to SC AAM.
*If there are more than one ASHA under a GKS, all ASHAs of the GKS will conduct/participate the meeting together and each of them get an incentive amount of Rs.150/- per meeting.
*The payment will be made based on the reports submitted from the SC AAM regarding number of meetings conducted by each ASHA in her village.
*Each ASHA will be paid one time amount of Rs.200/- towards contingency expenditure to conduct the meeting at village level.
*District should provide the printed materials to all ASHAs as per the Annexure -7 which will facilitate village level meeting and reporting of the programme. An amount of Rs.500/- per each of the meeting venue/GKS could be spent for the purpose.
*An amount of Rs.100/- per meeting may be spent from GKS untied fund towards the meeting refreshment cost. AWW as Convener of GKS will spend the money and settle it as GKS untied fund expenditure.
*All expenditure towards ASHA payment will be met out under the budget head HSS-3, Community engagement, Sl No. 161.11 of NHM PIP 2024-26.
